U.T.P.A TRAINING VISION
The first U.T.P.A training qualifications, in association with our global skill and capacity partner Manipal City & Guilds, are split in two categories - Parking Enforcement Officers and Parking Office & Management Staff.
The initial ‘Enforcement’ qualification is ideal for those with experience in ‘security’, who want to up-train to parking enforcement, while the ‘Office’ qualification is for parking officers wanting to progress...or for those wanting to join the parking industry at that level.
PARKING ENFORCEMENT PILOT QUALIFICATION

Roles and responsibilities of parking enforcement officers with parking control on private land

Monitoring parking areas

Identifying parking and traffic contraventions and issuing parking charge notices (PCNs)

(or) Carrying out vehicle immobilisation and removal operations

Completing documents for immoblising and de-immoblising vehicles

Managing conflict in the enforcement of parking control and management

Completing documents for the removal of vehicles

Roles and responsibilities pertaining to country-specific motor vehicle acts

Dealing with information relating to controlling parking areas

Collecting and processing parking payments at the point of service

Operating computer-controlled barrier parking systems and car park manual pay stations
PARKING OFFICE & MANAGEMENT PILOT QUALIFICATION

Assisting in the recovery of the non-payment of parking charges

Assessing and making decisions on challenges to parking charges and adjudication

Identifying the need for lines and signage needed for parking controls/restrictions

Understanding legislative principles regulating parking/enforcement

Administering parking and traffic debt recovery

Using design to minimise the risk of crime within parking provision

Designing parking layout which aids traffic flow and pedestrian movement

Monitoring and evaluating parking strategy and objectives
